The BatCreeps were an otherwise unnamed Batman-themed gang from the Daniel Waters drafts of Batman II. Batman used the Super-Batarang to dispatch them instead of the Red Triangle clowns from the final film.
The creeps psychically assaulted most of their victims and carried unusual knives. They used Batman's image to take advantage of innocents and scare rival gangs, possibly motivated by a misguided sense of vigilantism.
