The Gotham City Police Department (GCPD) is the police force tasked with protecting and serving the citizens of Gotham City. The Bat-Signal used to call Batman is on the roof of the GCPD police headquarters, often lit by Commissioner James Gordon, who serves in secret as a middleman between the GCPD and Batman, helping in his crusade against crime.

Prior to Batman's arrival the GCPD were somewhat powerless and plagued with corruption.
