Roscoe Jenkins was the Mayor of Gotham City during the Penguin's reign of terror. Jenkins opposes Max Shreck's proposal to build the power plant. Shreck retaliates by working with the Penguin to have him recalled.

- Despite the idea of whose Mayor of Gotham being a main idea in film, his actual name is never identified, he is always addresses as "The Mayor" or "Mr. Mayor" in the film.
- The name Jenkins is used in the film's novelization. An early draft of the script allegedly identified him as Roscoe Jenkins.
